Academic Conference: System Transformation in Comparative Perspective

Conference overview
Disseminating and monitoring democratic and human rights norms slowly change peoples’ awareness and attitudes and are transforming regimes and societies. Thus, system transformation is the gradual process of change and consolidation of attitudes and behaviour of people, of political regimes, and institutions. But democracy and human rights are also widely disputed principles within transforming societies around the world.

To enhance the exchange and discussion about system transformation in Central Asia, the OSCE Academy together with partner organizations in Kyrgyzstan invites local and international scholars, policymakers and representatives from civil society to discuss and debate in this 2-days conference the challenges of the gradual changes currently taking place in Central Asia vis-a-vis the democratic and human rights norms and standards.

Participants and stakeholders will discuss external and internal factors of system transformation, the role of international organizations, governments, private companies, and local civil society. What challenges they face, what they mean by successful system transformation and how different stakeholders and actors can contribute to it?

International Speakers:
Prof. Wolfgang Merkel from the German Research Center for Social Science (WZB) and Humboldt University in Berlin in Germany, Prof. Manfred Nowak, Secretary General of the Global Campus of Human Rights in Venice, Italy, and Prof. Mario Sznajder from Hebrew University (HU) in Jerusalem, Israel, will debate with scholars and policymakers from Central Asia about the recent developments both in the West and East. The Program will be available in September on the OSCE Academy’s website and will be announced in a newsletter.
