CESS-OSCE Academy Training Course II: ‘Improving Skills, Tools and Techniques of Parliamentary Staffers’

Between 22-25 May, the Centre for European Security Studies (CESS) in cooperation with the OSCE Academy in Bishkek and the Academy of Public Administration under the President of the Kyrgyz Republic held its second course of planned series ‘Improving Skills, Tools and Techniques of Parliamentary Staffers’.  The programme is designed to build on capacities of the parliament in effective and accountable policy-making and oversight on security and defence matters. More than twenty MPs and staffers participate in the second four-day event within the planned training series for Strengthening Parliamentary Oversight of the Security Sector: A Capacity Building Programme for the Parliament of Kyrgyzstan. During second phase of the training focus was put on civil society government communication and dialogue.  Participants discussed importance of media freedom and public opinion and the role of civil society organisations and experts in parliamentary sessions. The course designed as a mixture of theoretical and practical sessions and also a one-day simulation game. This training course is financially supported by the Netherlands Ministry of Foreign Affairs.
