Call for Applications for Position of Visiting Professor/Senior Lecturer

Full-time Position

The OSCE Academy in Bishkek, Kyrgyzstan, invites applications from highly qualified scholars to fill at the earliest possible its open position of Visiting Professor/Senior Lecturer (VP/SL).

The OSCE Academy in Bishkek is a public foundation, created in 2002 between the Kyrgyz Government and the Organization for Security and Cooperation in Europe (OSCE). The OSCE Academy promotes the values and principles of the OSCE through research post-graduate education, professional trainings and intellectual exchange. Its highly demanding MA Programmes “Economic Governance and Development” (EGD) and “Politics and Security (Central Asia)” (PS) annually accept up to 60 young professionals from Afghanistan, Kyrgyzstan, Kazakhstan, Mongolia, Uzbekistan, Tajikistan, and Turkmenistan on a competitive basis. The Academy seeks to strengthen its research and teaching capacities to develop the EGD programme further and to engage into collaborative research projects as well as professionalise the policy output of the institute.

Under the direct supervision of the Director and in co-ordination with the Programme Manager of the OSCE Academy in Bishkek, the VP/SL contributes to the implementation and development of the OSCE Academy’s MA programme in Economic Governance and Development as member of the faculty, and, in cooperation with the Academy’s Research Coordinator, initiates and realises research projects at the institute.

The VP/SL position will be based in Bishkek, Kyrgyzstan, and shall start not later than 1 July 2019. The VP/SL will be granted as full-time position for an limited period until 31 December 2020. Further continuation beyond that date is desired and is dependent upon both parties’ agreement and the availability of funding.

Staff Relationships
The VP/SL reports to the Director and/or his assignee.

Key duties and responsibilities of the Visiting Professor/Senior Lecturer

Teaching and other Duties Related to MA Programme
• Teaching a selection of graduate level courses throughout the whole academic year, including developing course syllabi, grading and advising students on academic aspects of the courses. Total teaching load is 16 credits, possible courses are:
• Macroeconomics, 4 credits;
• Econometrics, 4 credits;
• Statistics, 2 credits;
• Mathematics for Economists, 4 credits;
• Digital Economy, 2 credits;
• Economic Governance and Regulation, 4 credits;
• Industrial Policy, 2 credits;
• Special Topics in Economics (suggested by the applicants, preferably in the area of regional economic development: Central Asia/Eurasia), 2 credits.

• Supervising the minimum of two MA Theses per academic year;
• Participating in Thesis Colloquia, Thesis Defence and State Examinations as well as in faculty and student selection process;
• Designing and grading tests and exams as required by the programme;
• Advising MA Programme with curriculum design and development;
• Implementing other programme related activities according to the schedule set in the academic calendar.

Contributing to Research and Academic Exchange at the OSCE Academy
• Mentoring young scholars at the Academy and advising on career development as well as assisting in research project implementation;
• Participating in faculty selection interviews;
• Initiating and engaging into collaborative research programme development, strengthening the Academy’s institutional partnerships and establishing new cooperation with relevant research institutes and donor organizations;
• Conducting her/his own research and involving students and other faculty members;
• Initiating and organizing faculty and student exchange programmes with partner institutions in Europe;
• Chairing and moderating extracurricular academic events, such as guest lectures, public talks, round tables, conferences and seminars;

Qualifications

Candidates for this position should meet the following requirements:
• PhD degree in Economics;
• Record of teaching excellence and service;
• Record of peer-reviewed publications;
• Excellent knowledge of English;
• Effective interpersonal and communication skills;

Candidates for this position should show special commitment and motivation to:
• Engage into organizing and realizing additional events to increase the Academy’s public outreach;
• Seek and establish partnerships with universities abroad to facilitate student and faculty exchange;
• Help support professional academic associations in Kyrgyzstan and the region of Central Asia to advance science and academia.


The OSCE Academy will provide/cover:
• 4,920 EUR – 5,790 EUR as gross monthly salary. Final amount depending on interview results;
• Visa and work permit support;
• Office space and a computer, as well as access to all of the OSCE Academy’s facilities.

NOTE: The Academy will not cover travel expenses, accommodation, health insurance and expenses of family members.
