LEICA conducts Regional Training on Tactical Medicine

From 29 November till 3 December the OSCE Academy hosted a training on Tacticle Medecine, which is an area of emergency medicine focusing on prehospital emergency care to support high-risk law enforcement operations, organized by the EU-funded Project Law Enforcement in Central Asia (LEICA). The training was organized for officials from security services, police, emergency management services and penitentiary services of Kyrgyzstan and Kazakhstan.

The trainees got familiarized with basic principles of managing major incidents, safely operating the rooms with potential hazards, evaluating and managing the casualties by the modern trauma algorithms and basics of CBRN (Chemical, Biological, Radiological and Nuclear) threats. EU experts from Estonia, Holland and Slovakia provided theoretical and practical training, sharing best experience and practice to their Central Asian counterparts to contribute rising awareness on tactical medicine in response of terrorist attacks or other criminal activities, causing massive health damage and causalities. More specifically, sharing best practices on modern concepts of preventive as well as acute medical care; Principles of TECC (Tactical Emergency Casualty Care) and MARCH (Massive hemorrhage, Airway, Respiratory, Circulation, and Hypothermia) algorithm; Management of cases with massive health injury; Familiarization with techniques, procedures, equipment, ethical considerations, first response and medical aid on various types of injuries caused by CBRN materials and/or incidents causing massive casualties; Pre-mission planning; Clinical protocols and their implementation tailored to the tactical environment; SOPs of preventive as well as acute medicine.

The project LEICA is funded by the European Union and is implemented by the French CIVIPOL and Slovak ISEMI Consortium, and INTERPOL is official supporting partner of the project.
