Public Lecture on Transitional Justice Approach to Foreign Terrorist Fighters

On 14 June 2022, Ms. Cholpon Orozobekova, Director of the Bulan Institute for Peace and Innovations and an Associate Research Fellow at the OSCE Academy, delivered a public lecture on "A Transitional Justice Approach to Foreign Terrorist Fighters: Challenges and Limits of Prosecuting former ISIS Fighters and their Associates."

Ms. Cholpon Orozobekova briefed the participants on the current situation of ISIS fighters and their associates who were captured by the Kurdish forces in Northeast Syria and have been held in several prisons near Hasaka. She outlined the main factors and policy challenges of the posing prosecution process of fighters. Furthermore, the lecturer reviewed considered options to bring them to justice and suggested a transitional justice approach as the only law-compliant solution to try foreign fighters. Ms. Orozobekova also gave brief information about the programmes within the countries of Central Asia repatriate their citizens, and highlighted the accelerated efforts of the UN and OSCE in dealing with ISIS fighters and their associates.
