New Central Asia Security Policy Brief is out

The OSCE Academy in Bishkek has published Central Asia Security Policy Brief # 16. It is Karolina Kluczewska’s, “Migrants’ re-entry bans to the Russian Federation: the Tajik story.” 

This policy brief deals with the recent adjustments in Russian legislation concerning re-entry bans for migrants violating Russian administrative regulations and repercussions for labor migrants and their families in Tajikistan. This may result in situations that Tajik labor migrants, once leaving the Russian Federation and being unaware of the violation may not be able to return there. The laws of the Russian Federation have made this possible for quite some time. However, the enforcement of the laws started only in 2012. In a country where half of the GDP comes from remittances and most of it from migrant workers in Russia this may result in severe consequences. The paper also provides a thorough analysis of the multidimensional security challenge Tajikistan might face due to these far-reaching changes.  

Karolina Kluczewska graduated from the University of St Andrews, United Kingdom. Her research interests relate to Central Asian countries and in particular to migration, state- and nation building and sexuality. She is a co-author of a soon-to-be-published piece of research entitled ‘Alternate sexuality in Tajikistan’ with Robert Oostvogels. Karolina is living and working in Dushanbe, Tajikistan.
