Discussion on Arms Control and Security Problems in Europe

On 10 November Director Pal Dunay attended a one-day Expert Roundtable on Convention Arms Control and Confidence-and Security-Building Measures in Europe.

The round table was organized with the participation of renowned international academic experts, delegations of OSCE participating States and relevant international organizations. The meeting served to get a better understanding of the current situation with regard to CSBMs and arms control in Europe, including their connection to other regimes in preparation for the Basel OSCE ministerial meeting to be held in December.

During the meeting experts prepared short discussion papers on the role of confidence-and security-building measures in crisis situations, evolution of the European security architecture, as well as new approaches and prospects overview.

During the round table Dr. Pal Dunay presented a paper  “„Unnecessary when possible, impossible when necessary” Or When [Not] the Guns Fell Silent”  and spoke in a panel, where he underlined main complexities of Arms Control in Europe and suggested revision of the system as a whole.  He recognized that the time may not be the most suitable for arms control in Europe during heated confrontation between two (or two more) OSCE participating States.
