Vacancy Announcement: Senior Lecturer Position for the MA Programme in Economic Governance and Development (full-time)

The OSCE Academy in Bishkek, Kyrgyzstan, invites applications from highly qualified scholars for its Senior Lecturer position. The purpose of this position is to support and maintain the Academy’s national and international reputation for excellence in teaching and research.

The OSCE Academy in Bishkek is a public foundation, created in 2002 between the Kyrgyz Government and the Organization for Security and Cooperation in Europe (OSCE). The OSCE Academy promotes the principles and values of the OSCE through research, undergraduate, post-graduate education (BA and MA programmes), professional trainings, and intellectual exchange. Its highly demanding MA programme in the field of “Economic Governance and Development” enrols a total of up to 30 young professionals per year from Afghanistan, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan, and Uzbekistan on a competitive basis.

The Senior Lecturer position will be based in Bishkek and will start on 1 September 2024. The Senior Lecturer will be initially hired for the period until 31 December 2024 with further extension upon agreement of both Parties. The position is full-time and no secondary occupation is permitted unless otherwise agreed with the Academy’s Management.

Under the direct supervision of the Academy’s Management and in direct co-ordination with the Head of Department of Education of the OSCE Academy in Bishkek, the Senior Lecturer, being a member of the faculty, contributes to the OSCE Academy’s MA Programme in “Economic Governance and Development” and other activities such as research and academic exchange.

Key Duties and Responsibilities

Teaching and other related duties:

The post-holder will contribute to teaching in the MA programme throughout the academic year by developing course syllabi, lecturing, grading and advising students on academic aspects of the courses, conducting seminars and supervising graduate students. Total teaching load is up to 12 credits per academic year. Available options are:

• Macroeconomics
• Industrial Policy International Financial System
• Economic Governance and Regulation
• Good Governance in Central Asia

Teaching:
• Writing lecture material and handouts and presenting information in lectures, seminars and tutorials;
• Marking student papers;
• Serving as a member of the departmental planning team to determine the teaching programme for the academic year;
• Taking feedback from students to improve teaching methodologies and content within the MA programme;
• Changing and adapting course material following research;
• Introducing innovative course developments in relevant subject area;
• Providing guidance and advice to students.

Examinations and theses:
• Writing examination papers;
• Marking examination papers;
• Writing examination reports for faculty/departmental review;
• Writing reports;
• Supervision of minimum of two MA theses per academic year;
• Participation in thesis colloquia, thesis defence and state examinations;
• Participation in the students’ admission process;
• Participation in the selection of lecturers for visiting teaching positions;
• Participation in the further development of MA programme related quality control mechanism and corresponding evaluation tools.

Research and academic exchange:
• Contribution to excellence in research will be through publications and other mechanisms of at least one article submitted to the OSCE Academy publication series (e.g. Policy Briefs; Academic Yearbook; Special Collection; Springer OAP) written on a topic relevant to the MA programme subject area at a level commensurate with an experienced and research active academic;
• Mentoring students and advising on career development research work;
• Conducting her/his own research and allowing the involvement of students and other faculty members;
• Supporting academic events and activities as moderator, discussant, reviewer, etc.

Essential knowledge, skills and experience required for this position:
• PhD degree in Economics, Finance or in a relevant subject area;
• An experienced academic, skilled in giving lectures and seminars to graduate students;
• Demonstrated experience in developing teaching material for lectures and seminars, by introducing innovative material or developing and shaping course structure(s);
• Established bibliography of research publications such as journal contributions, books etc.
• Strong experience in teaching in online format; familiarity with LMS Canvas, Zoom is an asset;
• Excellent knowledge of English language;
• Effective and professional interpersonal and communication skills;
• Willingness to travel abroad to support the admission process and to further exchange activities

The OSCE Academy will provide/cover:
• Monthly payment is 2000 EUR as gross salary paid in national currency. The exact sum is dependent on the qualifications of the candidate and requirements for tax and social fee deduction.
• Visa and work permit support (fees for visa and work permit application to be borne by the applicant).
• Office space and a computer, as well as access to the OSCE Academy’s facilities.

NOTE: The Academy does not cover health insurance costs and travel expenses except when the Senior Lecturer travels on official duty assigned by the Academy.

- CV, including publications list;
- Two references issued between 2021-2023;
- Results of past student evaluations (if available);
- Draft syllabi for at least two of the courses mentioned above.
