About the Position
The Global Campus of Human Rights Central Asia and the MA Programme in Human Rights and Sustainability (MAHRS), hosted at the OSCE Academy in Bishkek, are seeking a Child Rights Regional Officer to organize, facilitate, and lead child rights and youth-related activities across Central Asia.
This is a full-time position based in Bishkek. The Officer will work in close cooperation with the MAHRS Academic Director (OSCE Academy) and the Child Rights Manager at the Global Campus Headquarters in Venice, Italy (Link: https://www.gchumanrights.org/category/childrens-rights/)
The MAHRS is a two-year interdisciplinary master’s programme bridging international law, political science, security studies, peace and conflict research, and the humanities, with a strong focus on the UN Sustainable Development Goals. The rights of children (UN CRC) and future generations form an integral part of its curriculum and outreach.
About the OSCE Academy
The OSCE Academy in Bishkek is a public foundation established in 2002 through a Memorandum of Understanding between the Kyrgyz Government and the OSCE. The Academy promotes the principles and values of the OSCE through post-graduate education, advanced research, professional training, and dialogue.
Its highly competitive MA programmes in Economic Governance and Development, Politics and Security (Central Asia), Human Rights and Sustainability annually enroll up to 80 students from Afghanistan, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan, and Uzbekistan.
Key Responsibilities
Programme Support and Development
• Ensure that children’s rights are integrated into the curricular and extracurricular activities of MAHRS.
• Promote child participation and engagement in the region.
• Draft project proposals, manage budgets, and oversee implementation.
• Travel within Central Asia and abroad, and participate in online coordination meetings.
Coordination and Management
• Work closely with the Children’s Rights Project Manager (Venice headquarters) on all regional activities.
• Manage and expand existing children’s rights-related projects in Central Asia.
• Coordinate the activities of the Child Leadership Team (CLT) in the region.
• Develop new training programmes, workshops, and outreach initiatives.
• Organize regional and international events on children’s rights with local and global experts.
Partnerships and Safeguarding
• Facilitate collaboration with key stakeholders (e.g., UNICEF, NGOs, academic partners).
• Maintain and review regional child protection and safeguarding policies.
• Conduct regular mapping of experts and stakeholders to strengthen inter-regional cooperation.
• Report regularly to the GC headquarters in Venice and the MAHRS Academic Director in Bishkek.
Qualifications
Required
• MA degree in Education, Social Sciences, Law, or related fields.
• At least five years of professional experience in child rights, youth development, or related areas, preferably with international exposure.
• Demonstrated project management and budget management skills.
• Fluency in English and Russian (spoken and written).
Desirable
• Fluency in Kyrgyz, Uzbek, Kazakh, or Tajik.
• Experience working in academic, international, or multi-stakeholder environments.
• Strong communication and facilitation skills with diverse groups, including children and youth.
The OSCE Academy will provide/cover:
• The salary range will be discussed based on the results of the interview.
• Visa and work permit support (fees for visa and work permit application to be borne by the applicant);
• Office space, a computer, and access to all of the OSCE Academy’s facilities.
