The OSCE Academy in Bishkek is a public foundation, created in 2002 as a result of the partnership between the Kyrgyz Government and the Organization for Security and Co-operation in Europe (OSCE). The OSCE Academy promotes the values and principles of the OSCE through research, post-graduate education, professional training programmes, and intellectual exchange.
As part of the Academy’s senior management, the Deputy Director is responsible for overseeing and coordinating operations of the institution. S/he supports the Director in strategic planning, administrative management, and policy implementation. The Deputy Director also plays a key role in enhancing institutional efficiency, ensuring smooth interdepartmental coordination, and contributing to the long-term development of the Academy. The Deputy Director reports directly to the Director and works closely with department heads to ensure institutional goals are met.
Key Duties and Responsibilities
• Oversee personnel and administrative activities, ensuring compliance with institutional policies.
• Collaborate with the Director to develop, review, and implement organizational policies and procedures.
• Provide strategic guidance on institutional development and operational efficiency.
• Coordinate interdepartmental activities and foster effective communication between departments.
• Supervise and support staff to ensure high performance and professional development.
• Represent the organization in meetings, negotiations, and official events as required.
• Contribute to donor engagement, project implementation, and reporting.
• Contribute to budget planning, financial oversight, and resource allocation.
• Ensure adherence to regulatory frameworks and institutional governance standards.
• Oversee the implementation of training and development programmes for employees.
• Facilitate research initiatives and academic collaborations to enhance institutional knowledge output.
• Support the development and execution of long-term institutional programmes and initiatives.
• Serve as Acting Director during the Director’s absence.
• Perform other duties as assigned by the Director.
Candidates for this position should meet the following requirements:
• Master’s degree in political science, international relations, economics or law; a PhD is an asset.
• Extensive experience in leadership roles, preferably in academic or research institutions.
• Strong knowledge of administrative processes, policy development, and strategic planning.
• Excellent communication, leadership, and problem-solving skills.
• Proven ability to manage teams and coordinate multiple projects effectively.
• Fluency in English and Russian; knowledge of additional languages is an asset.
