On June 4, 2024, the OSCE Academy hosted a public lecture on "Active Labour Market Policies in the Kyrgyz Republic: Addressing Employment Barriers for a More Inclusive Labour Market?" The lecture was delivered by Eugenia Pesci, an Associate Research Fellow at the OSCE Academy and a Doctoral Researcher at the Aleksanteri Institute, University of Helsinki. Ms. Pesci presented a policy brief co-authored with Kairatbek Dzhamangulov, focusing on enhancing labour market policies in Kyrgyzstan that not only improve employability but also emphasize the quality of the opportunities provided.
During her presentation, Ms. Pesci introduced the main concepts of Active Labour Market Policies (ALMPs), which aim to improve employment opportunities and market inclusivity. She detailed the various types of ALMPs, highlighted the role of the Public Employment Service (PES) in implementing ALMPs and provided an overview of the current state of the labour market and ALMPs in Kyrgyzstan. The lecture reviewed new active measures in place in Kyrgyzstan, as well as analyzed challenges and opportunities to further enhance the employment landscape. She concluded by summarizing the key points and emphasizing the need for continued development and adaptation of ALMPs to meet the evolving needs of the labour market in Kyrgyzstan.
