On 5 March 2025, the OSCE Academy students discussed “French Policy in Central Asia and Kyrgyzstan with a Focus on Artificial Intelligence (AI)” with H.E. Nicolas Faye, Ambassador Extraordinary and Plenipotentiary of France to Kyrgyzstan. Ambassador Faye was welcomed by Ambassador Alexey Rogov, head of the OSCE Programme Office in Bishkek, and Dr. Pal Dunay, Director of the OSCE Academy. They emphasized the importance of shifting towards more AI-focused research and education in Central Asia and the importance of sharing French experience in this area.
Ambassador Faye shared his insights on the systematization of AI governance in France, emphasizing the ethical and regulatory challenges that come with integrating AI technologies into various sectors. At the same time, the Ambassador underlined the importance of a human-centric approach in the AI integration process, and urgent need in adapting the education system to new needs on the labour market, among others in order to avoid a surge in the level of unemployment in the coming future, because of AI. He also talked about the interest in developing academic mobility between France and Kyrgyzstan, bilaterally as well as via the EU funded Erasmus+ programme.
Following the presentation, students were curious to learn more about the French experience with developing the regulations and norms related to the use of AI in civilian life as well as by the armed forces. This discussion also led to a question related to AI and human rights and digital safety, AI being integrated in various parts of human lives, including the banking sector with a lot of sensitive personal data. Students also asked about the trade and investment perspectives between France and Central Asia and other related topics.
After the guest lecture, Ambassador Faye had a meeting with Ambassador Rogov, Dr. Dunay and representatives of the OSCE Programme Office in Bishkek to discuss further collaboration between the OSCE Academy and France. France is a member of the Board of Trustees of the Academy, and one of its donors, supporting its educational and research activities.
