OSCE Model 2025

From 27 to 29 November 2025, the OSCE Programme Office in Bishkek, in collaboration with the OSCE Academy, brought together 20 youth representatives from various universities in Kyrgyzstan, including students from the Academy, for a Model OSCE event. This three-day initiative, facilitated by International Expert and Trainer Mr. Timur Yunusov, aimed to introduce the young participants to the OSCE through expert insights and simulated scenarios, enabling them to better understand the Organization’s processes and decision-making.

The Model OSCE was opened by Ms. Guljamal Tokombaeva, National Programme Officer at the OSCE Programme Office in Bishkek (POiB), Dr. Pal Dunay, Director of the OSCE Academy and Mr. Yunusov who welcomed the participants and encouraged their active engagement.

Students then took part in a session with Dr. Dunay on “What Is the OSCE? History, Structure, the OSCE Today” and another one on “OSCE Institutions, Budget, Resources” followed by presentations from Mr. Rati Japaridze, Head of the Economic and Environmental Department (EED), and Ms. Aigerim Almazbekova, Youth Focal Point at the Human Dimension Department, on their respective areas of competence.

The presentations provided a solid foundation for the Model OSCE, which began with Mr. Yunusov assuming the role of moderator. On the first day, students explored key topics such as “Youth, Peace and Security in the OSCE,” “Dialogue and Sustainable Cooperation to Enhance Peace and Security,” and “Diplomatic Negotiations,” accompanied by practical exercises and interactive techniques.

On the second day, participants were divided into delegations for a full Model OSCE simulation. They were facing reality inspired challenges, using so-called event cards “injects,” including a budget shock, youth protests, media coverage, and extra-budgetary donor pledges. Thus, participants navigated shifting political dynamics and worked to reach consensus. The exercise required them to debate priorities, negotiate language, and respond quickly to new developments, offering a practical understanding of the OSCE’s consensus-based approach.

Throughout the simulation, students applied the techniques learned earlier, demonstrating teamwork, adaptability, and problem-solving skills, noting that the experience provided a clearer sense of the complexities of multilateral diplomacy and the importance of constructive dialogue.

The event concluded with a brief certificate-awarding ceremony. Ms. Guljamal Tokombaeva, Mr. Timur Yunusov, and Dr. Pal Dunay congratulated the participants and highlighted the importance of youth engagement in promoting peace and security across the region. The programme also provided the participants with opportunities to socialize across their higher education institutions.
