Biography
Dr. Zhyldyz Tegizbekova is a Professor of Law and an international expert specializing in international law, cyber law, and digital governance. She currently serves as Professor of Law at Narxoz University, Associate Professor at Ala-Too International University, and Faculty Member of the MA in Human Rights and Sustainability (MAHRS) Programme at the OSCE Academy in Bishkek.
Dr. Tegizbekova has more than twenty years of academic, research, and professional experience across Central Asia, the United States, and Europe. Her work focuses on the legal implications of digital transformation, including cybersecurity governance, artificial intelligence regulation, personal data protection, and the protection of human rights in the digital environment.
She has spent 5 years collaborating with the College of Law at DePaul University in Chicago, United States, where she conducted research and participated in academic programmes in international law, cybersecurity law, and comparative digital regulation. She was also a Fulbright Visiting Professor at DePaul University (2018-2019), where she further developed comparative research on technology law and digital regulation.
Alongside her academic career, Dr. Tegizbekova has extensive professional experience as a legal practitioner and policy expert. She has worked as an international lawyer with a Belgian consulting company (2022-2024), advising on international legal projects and regulatory initiatives involving government institutions in the Kyrgyz Republic and international partners.
Dr. Tegizbekova has extensive experience working with international organizations. She has served for many years as an expert with the OSCE Programme Office in Bishkek on projects related to digital governance, e-government development, and anti-corruption compliance. In addition, she worked for over three years as an international consultant with the United Nations Office on Drugs and Crime, contributing to regional initiatives on criminal justice, and legal capacity-building in Central Asia.
Dr. Tegizbekova is the author of more than fifty academic publications and policy papers addressing international legal issues, digital rights, cybersecurity regulation, and technology governance.
