Biography

Dr. Francisco Javier Romero Caro is Senior Researcher at the Eurac Research Institute for Comparative Federalism in Bolzano/Bozen (Italy). Previously, Assistant Professor at the Department of Law at Nebrija University (Madrid, Spain), Research assistant at the University of Bologna (Italy) and Postdoc researcher at the University of the Basque Country (Bilbao, Spain). His research interests encompass multilevel governance, federalism and autonomy, fiscal federalism, the territorial distribution of powers in multilevel systems (with a special focus on federal states) and the territorial integration of national minorities in secessionist contexts such as Canada or Spain. He won the XVII “Manuel Giménez Abad” Award for his book on the Canadian federal system and the integration of Quebec and the European Commission awarded him with the Seal of Excellence in the Horizon 2020 Marie Skłodowska-Curie call in a joint application with Eurac Research for the project DATE – Diversity Accommodation through Territorial Equalization.

He has been a visiting researcher at the CEPC, the Max Planck Institute for Comparative Public Law, the University of Ottawa, the University of Edinburgh and the University of Antwerp. He is author of different publications including Fiscal Federalism and Diversity Accommodation in Multilevel States: A Comparative Outlook (with A. Valdesalici), Condiciones de la Secesión en Democracia. Reflexiones a partir de la experiencia canadiense (with S. Dion and A. López Basaguren), The United Kingdom’s Territorial Funding Arrangement: A Holding Together Tool?, Equalization and territorial integration in Canada: a nation building instrument? and The Quasi-federal System of Spain.
