Vacancy Announcement: Head of Research and Training Department

The OSCE Academy in Bishkek is a public foundation, created in 2002 as a result of the partnership between the Kyrgyz Government and the Organization for Security and Co-operation in Europe (OSCE). The OSCE Academy promotes the values and principles of the OSCE through research, undergraduate, post-graduate education, professional trainings, and intellectual exchange.

Under the supervision of the Academy’s Management, the Head of Research and Training Department (RTD) will be involved in administering and supervising the work of the Research and Training Department. S/he will be supporting the full-time faculty and research fellows of the Academy in their efforts to conduct their research, and increase the Academy’s research potential and outputs. S/he will act as focal point for all requests for research collaboration as well as take the initiative to develop and set up a long-term research programme for the Academy. S/he will be responsible for overseeing the organization of the Academy’s professional training programmes and other academic events, as well as supervising the implementation of the Academy’s publication activities.

 Key Duties and Responsibilities

 Research

  • – Designing, developing and implementing long-term research programmes for the Academy;
  • – Initiating and engaging collaborative research programme development, strengthening the Academy’s institutional partnerships and establishing new cooperation with relevant research institutes and donor organizations;
  • – Supporting the Academy’s full-time faculty, Post-Doctoral and Associate Research Fellows in their research activities, serving as the connecting point for their research projects/initiatives;
  • – Coordinating and managing the Academy’s research grants and research projects and preparing project/donor reports;
  • – Overseeing the research publications of the Academy, including but not limited to the Academic Yearbook, Policy Briefs, Research Papers and Academy Papers.

 

Professional trainings

  • – Supervising the professional training programmes of the Academy;
  • – Supervising the work of the Project Training Specialist in developing annual training schedules and budgets, as well as supervising the maintenance of a corresponding data base;
  • – Initiating contacts and partnerships to further develop the professional trainings programme of the OSCE Academy and recruiting qualified trainers.

 

Administrative

  • – Organizing the department’s paperwork and drafting departmental reports;
  • – Drawing up departmental budgets related to training and research;
  • – Managing and supervising the work of the RTD’s staff, interns, and conducting evaluation of members’ performance;
  • – Developing regulatory documents related to the activities of the department;

 

Candidates for this position should meet the following requirements:

  • – Master’s degree in Social Sciences or another relevant field; a PhD degree would be considered an advantage, but is not required;
  • – Experience in implementing and managing research projects/grants;
  • – At least 5 years of experience in a research institution or a university;
  • – Excellent knowledge of English and Russian;
  • – Excellent writing and analytical skills;
  • – Effective interpersonal and communication skills.
