Dr. Sulaimanova, Burulcha
Dr. Burulcha Sulaimanova is a development economist with over 15 years of research and project experience across Central Asia. She currently serves as Head of the Research and Training Department at the OSCE Academy in Bishkek. Her work focuses on development and energy economics, climate change and just transition, labor markets, migration, education–employment mismatch, trade, and infrastructure.
She has led and contributed to major research initiatives with the United Nations Development Programme, Asian Development Bank, Asian Development Bank Institute, European Training Foundation, CAREC Institute, and GIZ. Her empirical research applies advanced econometric methods, including instrumental variable techniques and panel data analysis, to evaluate policy-relevant questions in labor markets, energy transition, and human development.
Her work has been published in peer-reviewed journals such as The Journal of Development Studies, Asia Europe Journal, and International Journal of Manpower. She has also produced policy reports and analytical studies addressing energy poverty, infrastructure and trade, digitalization and decarbonization, and migration dynamics in Kyrgyzstan and the wider Central Asian region.
Dr. Sulaimanova has extensive experience in research leadership, grant development, stakeholder engagement, and graduate supervision. She is proficient in STATA, EViews, SPSS, R, and Python, and works fluently in English, Russian, Turkish, and Kyrgyz.
